The way the site currently works is that members - through consistent and quality contribution to the forums - are promoted to a rank which allows them to post blog and article entries.

There are members from all levels who have contributed to the forum and have been given this capability. There are no rules set in stone - its a judgement call by the admin and/or moderator staff. It is also plausible that a member (any member) can contribute to the forums with an informative post that is subsequently promoted to an article.
