    If the package is locked, it could mean you need to require external access
    to use the sources within them. I noticed they said 'org' and 'apache' - well
    org can mean organisation - but I am not 100% certain in this case.

    There are multiple reasons why a package could be locked - from a simple manual unlock
    via a drop-down sub menu to emailing the author of the source for permission.
