There should not be version compatibility issues for either Tomcat or Eclipse with Win7. Please refer to either Tomcat or Eclipse tutorials, Wikis, online documentation, or forums for the correct installation of those tools on Win7 and for help installing and using either tool.
Even if there were experts here that could help you (and there may be) there's very little anyone could do to help you with the little bit of info you've given. First understand and then explain your problem better to the other resources for help I suggested.
