First, don't double post. Second, we don't do homework. We will however give you pointers on your problems/attempts, so make an attempt and if you have problems post the code with all errors and a specific question - this will make the best use of these forums.
k ur not helping, i asked for help learn to read.. i didnt ask for someone to create it for me
1. I can't read what the instructions are in the screenshot you took. Take the effort and type them up.
2. If you have some code already and/or thoughts on how to solve the problem, post them. Showing proof that you genuinely gave an honest attempt at solving the problem makes others more willing to help you. It will also help you to organize your thoughts and you may even come up with the solution to the problem without having to post anything at all (happens to me all the time). Asking specific questions are the best way for you to get good answers.

copeg was being helpful. Whether he was also helping depends as much on your attitude as it does on his advice.
He was explaining the nature of the forum: that is not a code writing service. Some people don't understand that and when many of see a post like yours which states an assignment exercise but does not ask any technical question (about code, or approach or anything else) we tend to point out that the poster is not going to get their homework done by us. This may or may not apply to you, but you ought to be able to see why you got the advice you did.
Secondly he was explaining how you might make the best use of the help that is offered to you here. It boils down to asking specific questions about specific problems.
For all I know (or copeg, or anyone else) you have thought about the assignment you were given. You might have written code. But none of us will know one way or another until you explain what you've been thinking and the problems you have had. If you have written code and there are compiler messages you can't understand, post and ask about them.
[Edit] Sorry for the repetition
