Check the security settings in your browser and in your Java Control Panel.

How exactly are you running the program? What *exact* error message are you seeing?

please dont think i am completly thick on this , and i know you are helping me which i am very gratefull, but i have done some of this even before posted this thread.
i did move the bar to meduim and the webcams work , but i get this messgae now,
an unsigned application from the the location below is requesting permission to run,
then next bit in red,
running unsigned applications like this will be blocked in a future release because it is potentially unsafe and a securty risk
plus i tryed the exception list , but still no good , plus i have noticed it asks for https , the adress i have is http only ?????
The message you're seeing is a warning, not an error. This is also explained in the link I posted.

That second link includes screenshots of exactly the warnings you're seeing, and exactly what they mean.
You might also consider contacting whoever is in charge of the webcams and ask if there are alternative ways to view them.
