You can use this Forum and others like it for free advice and help at the leisure of the volunteers who frequent them, but a private tutor would expect renumeration of some sort. If you're serious about hiring a private tutor, I recommend you expand your description of the project and the desired skills and estimate how much of the tutor's time you'd require or be willing/able to pay for. Do you require the tutor to be geographically located in a certain area? How often will contact be required? How will communications occur?
It would also be helpful to understand what the end product of this work is. Is it a program that actually does something, or is it a study of the various data mining techniques and algorithms, comparing them based on some metrics to determine which is better on a Facebook or Facebook-like target, or is it something else entirely?
A quick search of the Internet suggests that this kind of professional tutoring can go from $20 - $30 / hour for a less experienced tutor (college student, etc.) to $40 - $60 / hour for an experienced, senior-level professional in the field of interest, probably a bit more than that, depending on the qualifications you require. Someone interested in your work or currently doing a similar or related project may be willing to work for less than those guidelines, maybe even free.
I personally have no interest in what you're doing, and even if I were, I wouldn't have time to give you.
